Below is a copy of a spreadsheet that I
faxed to the staff in February, 2000, questioning their math. It was clear
to me even then that the staff and the Board majority were not adequately
monitoring the construction budget, but because I could not get decent
information, even my projection was inaccurate (albeit far closer to the truth).
